On May 29, 2025, D303 published a five-year capital improvement plan, which goes until the year 2030.
D303 Facilities consist of 379 acres, 21 buildings and 23 playgrounds. This summer, the district will be hard at work in many different areas of the city.
Some district-wide improvements this summer include an air conditioning extension project ($2.8 million), tennis court resurfacing ($500,000), parking lot improvements ($1 million), roof improvements ($1.2 million), playground improvements ($205,000) as well as a few other district-wide improvements and replacements.
Some D303 school-specific improvements include a Richmond addition ($4.5 million) and a Wredling and Richmond gym floor replacement ($500,000).
In total, this summer D303 improvements will cost $12,355,000.
While no East-specific improvements will be happening this summer, the following summer (2027), East is expected to receive improvements to the sports complex ($1.1 million).
Some significant issues within the district were identified but were not included in the 5-year capital improvement plan. This includes improving the accessibility of schools and playgrounds (particularly but not limited to Davis and Wild Rose); upgrades to the aquatic facilities at East’s Norris Center and North’s Natatorium; and building automation replacements: “A districtwide initiative to replace outdated building automation systems, estimated at $20 million.”
Over the course of the next four summers in D303, $24,825,000 (77 percent) will go towards replacement/maintenance while $7.3 million (23 percent) will go towards improvement/addition.
Separate from the five-year capital improvement plan, a facilities committee was put together last November to help review the bigger and more long term needs in many St. Charles schools. The needs that were addressed through this committee would need to be approved through a referendum before they can move forward.
